I have never seen them there when visiting my chef mates in London, your going to find them in the East End, I had them at Pie and Mash shop, G Bell's, I am a former chef so I had had smoked eel and cooked them in Japan in various ways and styles. Now the fish monger at Billingsgate market do sell the freshwater eels, but it is a hassle of a time to make them.
